Does Noreco 2 intentionally hang their phone during brown out so that they won't be disturbed by their consumers?

Noreco2 is a cooperative. So it's just proper to to provide good service to the true owners of the coop. THE MEMBER-CONSUMERS.
My suggestion is that they should add 2 lines to accommodate inquiries especially during brownouts.
